Executive Deputy, Marine Corps Logistics Command
James L. “Jim” Rubino Jr

Mr. Rubino is the Executive Deputy, Marine Corps Logistics Command.  As the Executive Deputy his responsibilities include advising the Commanding General on matters involving Navy Working Capital Fund solvency, civilian manpower management, contract negotiations, infrastructure modernization and provides strategic leadership and continuity to the Command on force sustainment, depot maintenance, advance manufacturing, global positioning network, consolidated equipment storage and operational logistics initiatives. Mr. Rubino was appointed to the Senior Executive Service in June 2026. 

Prior to his promotion to the Senior Executive Service, Mr. Rubino served as the Deputy Director, Logistics Division, Installations and Logistics Department for five years where he provided strategic management, direction, and oversight on a myriad of logistics issues in support of the Division’s mission to include: Sustainment Programs, Logistics Doctrine and Policy, Logistics Information Technology, Maritime Prepositioning Programs Afloat and Ashore.

After his military retirement, Mr. Rubino acquired a Project Management Professional certification and worked in the private sector for three years as a Program Manager on various government programs. 

Mr. Rubino served over 32 years in the Marine Corps retiring as a Colonel in 2017.    His service included a variety of command, staff and joint positions. His command tours include, Combat Logistics Regiment 35, 3d Marine Logistics Group, Inspector-Instructor, 4th Supply Battalion, 4th Force Service Support Group, and in joint command as the DLA Contingency Support Team Commander in both Bosnia and Kuwait.  His staff positions are highlighted by his tours as Marine Corps Forces Pacific, G-4 and 3d Marine Logistics Group, G-3. He participated in combat operations during Desert Shield, Desert Storm; Operation Joint Forge, Operation Enduring Freedom, Operation Iraqi Freedom, and humanitarian assistance operations during Operation Tomodachi in Sendai, Japan.

Mr. Rubino is a graduate of Amphibious Warfare School and Marine Corps Command and Staff College. He completed his top-level school assignment as the Marine Corps Logistics Fellow, Pennsylvania State University. He has been awarded the Department of the Navy, Superior Civilian Service Award, the Legion of Merit with two gold stars, a Bronze Star, the Defense Meritorious Service Medal with two oak leaf clusters, the Meritorious Service Medal with two gold stars and he received the DLA, Military Person of the Year award in 2002. He holds a Master of Business Administration from Boston University and a Bachelor of Science in Management Science from Waynesburg College where he was a 1987 Baseball Academic All-American.
