David R. Clifton
Mr. Clifton is currently the senior civilian providing comprehensive logistics/supply chain and distribution management; depot level maintenance and strategic prepositioning support to all Operating Forces, other agencies and organizations and is the principal advisor to the two-star Commanding General.
From June 2011 until 26 June 2016, Mr. Clifton served as the Executive Director of both the Headquarters Marine Corps Facilities Services Division and the Marine Corps Installations Command. From May 2010 till June 2011, he served with NATO as the Chief Advisor for Ministerial Development to the Ministry of Interior, Kabul, Afghanistan. From 2004 to 2010, he served as the Director of the Marine Corps Business Enterprise Office (MCBEO), charged to coordinate performance improvement necessary to support war fighting excellence – while optimizing Marine Corps financial resources.
He was appointed to the Senior Executive Service on 6 February 2004.
From 2002-2004, GS-15 Clifton served as the Director, Installation Reform Division, HQMC and led efforts to improve performance, process, and cost management at 22 USMC installations worldwide. Mr. Clifton received the 2004 International Bonsack Award for Cost Management. From 1998-2002, Colonel Clifton established and implemented the USMC A-76 Program, the Continuous Process Improvement Program, and the Marine Corps Activity Based Cost Management System. From 1995-1998, Colonel Clifton served as G-8, Marine Forces Pacific, where he was responsible for resource management of operating forces (ground and aviation) and installations in the Pacific region. Previous assignments as AC/S, Comptroller were at III Marine Expeditionary Force and 3d Force Service Support Group.
Mr. Clifton has served the Marine Corps for over four decades, three of them on active duty, retiring as a Colonel of Marines in 2002. Active duty assignments included: artillery officer, maintenance management officer, coordinator of USMC matters with Congressional Appropriations Committees, Class I Budget System Sponsor, Fiscal Occupational Field Sponsor, coordinator of the DoD Program review process in the Office of Program Analysis and Evaluation, battalion commander, installation commander, and Comptroller.
Mr. Clifton graduated with a bachelor's degree in English from the Citadel and holds a master’s degree in human resources management from Pepperdine University, a master’s of business administration from the University of New Orleans, and a master’s of science in national security resource management from the Industrial College of the Armed Forces.
