Purpose
Provide enterprise wide non-personal services contracting solutions to meet the commands strategic Operational Level Logistics Mission.
Background

Developed to meet the Logistics Command Strategic Plan goals and objectives of providing a contracting capability that provides seamless logistics services solutions

The objective was to create a suite of multiple-award contracts for logistical services that:
  • Allow flexible and agile responses to operational needs
  • Maximizing opportunities for small businesses
  • Maintains competition in order to provide best value
Previous use of other service or agency contracts imposed high fees and scope limitations as the commands strategic missions were continually evolving.  MCLOGSS is a new approach being taken by LOGCOM to enhance operational level support/services.

MARCORLOGCOM, headquartered in Albany, GA, was challenged in February 2008 by the Commanding General to focus and prioritize current resources under a new Operational Logistics Strategic Plan to refocus LOGCOM's buisness course and direction to provide , as a mission, worldwide, integrated logistics/supply chain and distribution management; depot level maintenance management; and strategic prepositioning capability in support of the operating forces and other supported units to maximize unit readiness, sustainability and to support the Marine Corps logistics community enterprise and program level Total Life Cycle Management.  While Marine Corps Systems Command (MCSC) is equipping the warfighter.  LOGCOM is ensuring sustainment through end-to-end logistics chain management.  MCLOGSS is a new approach being taken by LOGCOM to satisfy the LOGCOM's refocused mission.

STRATEGY I-C: LOGISTICS SERVICES CUSTOMER VALUE

Create a Logistics Services methodology and Portfolio of Services to satisfy Warfighter/customer requirements with  responsive best value support in order to reduce Warfighter logistics burden
Goal I-C.1. Generate customer value through best value solutions that optimize our logistics support of warfighting functions to ensure combat readiness and sustainability.
Objective I-C.1.6: Contracted Operational Logistics Support:
  • I-C.1.6a: Garrison Contracted Support. Establish omnibus contracting vehicles, performance based when practical, that permit rapid access to multiple contractor capabilities and personnel to augment and support garrison peculiar logistics requirements (excluding facilities) that relieve Operating Forces of administrative logistics functions without impacting their ability to execute wartime logistics requirements.
  • I-C.1.6b: Deployed Contracted Support: Establish omnibus contracting vehicles, performance based when practical, that permit rapid access to multiple contractor capabilities and personnel to augment and support deployed operations throughout the world.
